He has p racticed law in one form or another for over 4 decades. He was appointed Se nior Counsel in 2000. In 2007 he was appointed a judge in the State Courts where he remained until his retirement in 2014. At the State Courts he was the Senior District Judge leading the Civil Justice Division. He retired fr om the judiciary in 2014. Upon his retirement from the Singapore Legal Serv ice, he returned to law practice. Currently, he is a Consultant with Peter Low Chambers LLC. He has an active practice as an arbitrator in Internation al Commercial Arbitrations. |

Dr. Darryl Carlton is a leading authority on artificial intelligence governanc e and digital transformation. With over 25 years of experience spanning Aus tralia and Southeast Asia, he specialises in helping organisations and lega l professionals navigate the complex intersection of emerging technologies and regulatory frameworks. Dr Darryl advises governments and enterprises on AI strategy and implementation. He holds a PhD in information systems, spe cifically on “the causes of failure in large scale IT projects”. He has pub lished extensively on digital ethics, AI Governance and Risk Management. He is currently pursuing a second PhD in Law with a focus on ADR. Dr. Carlton is a fellow of the Australian Computer Society and currently divides his t ime between Australia and Thailand.

As Chief Transformation and Innovation O fficer (Judiciary) at the Supreme Court, Ken Hwee looks after the transform ation, digitalisation, innovation and technology plans of the Supreme Court , the State Courts and the Family Justice Courts. He has also been involved in related law reform work like the COVID-19 (Temporary Measures) Act 2020 and the Courts (Civil and Criminal Justice) Reform Act 2021. He manages th e Courts of the Future workplan for the Judiciary. Before taking on this ro le, Ken Hwee was the Chief Prosecutor in charge of the Financial and Techno logy Crime Division of the Attorney General’s Chambers. FTCD handled white- collar crime cases in Singapore, including cheating, criminal breach of tru st, corruption, cybercrime, money laundering and terrorism financing, and S ecurities and Futures Act and Companies Act offences. Ken Hwee has also bee n a Senior State Counsel advising on Public International Law and a Senior Assistant Registrar in the Supreme Court. As State Counsel he also assisted in the development of key legislation like the Electronic Transactions Act 1998 and the Internet Code of Practice 1996 and various iterations of the Computer Misuse Act. He has held appointments as Chief Information Officer at the Attorney-General’s Chambers and at the Supreme Court. He has been in volved in legal technology in Singapore since 1990.

Ms. Seah Ee Wei - Senior Manager / AI Governance and Safety, Infocomm Media Dev elopment Authority (IMDA)
Ms. Seah Ee Wei is part of the AI Governance and S afety team in IMDA and the policy arm of the Singapore AI Safety Institute. Her team drives Singapore’s approach to AI governance through standards, g uidelines and policies, growing the trustworthy AI ecosystem in Singapore b y working with industry and other stakeholders. Specifically, she focuses o n guidance for testing and evaluations for safe and responsible AI. She is trained in both law and computing, and was previously a government legal ad viser and criminal prosecutor.
Mr. Alexander Joseph Woon Wei-Ming - Provost’s Chair and Lecturer, Sc hool of Law, Singapore University of Social Sciences
< span style="font-family: georgia, palatino, serif;">Alexander Woon is Provo st’s Chair and Lecturer at the Singapore University of Social Sciences (SUS S), School of Law. Alexander is the course leader for Criminal Law, and als o Law and Emerging Technologies. He is concurrently a practicing lawyer wit h RHTLaw Asia. Alexander was previously a Deputy Public Prosecutor/State Co unsel with the Attorney-General’s Chambers (“AGC”), Financial and Technolog y Crime Division, concurrently appointed to the Technology Crime Unit. He s pecialises in white collar and technology crime, having received specialise d training in these fields, including training by legal experts and INTERPO L. Thereafter, Alexander was Deputy Director as the Office of Transformatio n and Innovation (Judiciary). Dr Chuanman You is currently a Senior Lecturer at the School o f Law, Singapore University of Social Sciences, where he specialises in the areas of corporate and financial regulation, law and artificial intelligen ce, data and platform governance, geopolitics and global sanctions. He was appointed as a Council Member of the Law Society of Shenzhen, China (2024-2 029). Prior to joining SUSS Law, Dr You has worked at the Chinese Universit y of Hong Kong (Shenzhen), National University of Singapore, Singapore Mana gement University, and Tel Aviv University. Dr You obtained his PhD from En gland focusing on comparative takeover regulation and path dependency theor y. He additionally holds a Master Degree in Law and Economics (EMLE) from G ermany, an MPhil in Law and History and an LLB in Civil and Commercial Law from China. Dr You has published extensively in leading academic outlets, i ncluding the Journal of Business Law, Computer Law & Security Review, a nd the Capital Markets Law Journal. /span> | Dr. You Chu anman - Senior Lecturer, School of Law, Singapore University of Social Scie nces Dr Chuanman You i s currently a Senior Lecturer at the School of Law, Singapore University of Social Sciences, where he specialises in the areas of corporate and financ ial regulation, law and artificial intelligence, data and platform governan ce, geopolitics and global sanctions. He was appointed as a Council Member of the Law Society of Shenzhen, China (2024-2029). Prior to joining SUSS La w, Dr You has worked at the Chinese University of Hong Kong (Shenzhen), Nat ional University of Singapore, Singapore Management University, and Tel Avi v University. Dr You obtained his PhD from England focusing on comparative takeover regulation and path dependency theory. He additionally holds a Mas ter Degree in Law and Economics (EMLE) from Germany, an MPhil in Law and Hi story and an LLB in Civil and Commercial Law from China. Dr You has publish ed extensively in leading academic outlets, including the Journal of Busine ss Law, Computer Law & Security Review, and the Capital Markets Law Jou rnal. Frequently featured in international media such as Bloomberg, the Wal l Street Journal, and the South China Morning Post, Dr You is recognised fo r his expertise in China’s evolving regulatory environment.
