Membership Accreditation Course Synopsis

This Course seeks to provide an introduction to the world of experts and expert evidence and will examine the role of evidence in disputes resolution, both in the courts and before other tribunals such as arbitral tribunals.  Participants will be acquainted with the law relating to opinion evidence (expert testimony), the role of experts in dispute resolution and the relevant Singapore law applicable to expert evidence.

The Course will be useful for those who come from a technical background with aspirations of acting as an expert witness.  It would also provide a ‘basic refresher’ for those who are already practising as expert witnesses.

The Course will require candidates to take a 90-minute examination in class, with a passing mark of 85%.  

APIEx is proud to launch its “Code of Conduct for APIEx Members” at the conclusion of the Course. The Code of Conduct is a concise statement of ethical standards that APIEx members are expected to observe at all times in order to safeguard the reliability and integrity of the expert evidence process. We invite all course participants to stay on and members to join us at the launch and ensuing networking session.  

Who Should Attend 

All those who practise as experts, lawyers and those who instruct lawyers and experts as well as those aspiring to practise as experts.

Completion of the Course

To complete the Course successfully, a candidate must:

(a)  Achieve 100% attendance at all the Course; and

(b)  Pass the written assessment (passing mark 85%).

Successful completion of the Course would entitle applicants for membership in APIEx to the following exemptions:

  • Individual Member applications: Waiver of the requirement for a specimen report.
  • Fellow applications: Waiver of one specimen report (out of the three required). 

A Certificate of Completion will be issued to all candidates who successfully complete the Course.

About the Facilitator/Speakers

 

Prof. Leslie Chew SC - President, Asia Pacific Institute of Experts; Dean, School of Law at the Singapore University of Social Sciences; Senior Consultant, RHT Law Asia LLP, Singapore
Prof. Leslie Chew SC is the founding and current Dean of the School of Law at the Singapore University of Social Sciences.  He has practiced law in one form or another for over 4 decades.  He was appointed Senior Counsel in 2000.  In 2007 he was appointed a judge in the State Courts where he remained until his retirement in 2014.  At the State Courts he was the Senior District Judge leading the Civil Justice Division.  He retired from the judiciary in 2014. Upon his retirement from the Singapore Legal Service, he returned to law practice. Currently, he is a Senior Consultant at RHT Law Asia LLP.  He has an active practice as an arbitrator in International Commercial Arbitrations.  

 

Mr. John Gibson – Director of Asia, Marine Engineer, Brookes Bell Singapore
Mr. John Gibson was at sea for twenty years before joining the Brookes Bell in 1996. He is a Chartered Engineer, with a Master’s degree, and since 2001 John has been a partner at Brookes Bell. An expert in his field, John uses his extensive consultancy and investigative experience to provide comprehensive assessments of marine and offshore casualties and disputes. The type of investigations John conducts are as diverse as they are thorough. As a member of the Institution of Fire Engineers John also reports on fatal and non-fatal fires. John has provided technical evidence for court proceedings and arbitration around the world and for the last 6 years he has been based in Singapore having set up the Brookes Bell office there. John is also a supporting member of the LMAA and a member of SCMA.

Mr. Jonathan Ellis - Managing Director, Secretariat, Singapore
Mr. Jonathan Ellis is a managing director with Secretariat and is based in Singapore. He specialises in the quantification of damages and valuations, in particular in dispute contexts. He has worked on matters before the UK and Singapore High Courts as well as in ad hoc, SIAC, LCIA, ICC, HKIAC, UNCITRAL and ICSID arbitration forums. He has provided oral testimony on a number of occasions, in both court and arbitration, and has been engaged as a tribunal appointed expert. Since 2017, Jonathan has been recognised among the leading arbitration expert witnesses worldwide by Who's Who Legal, where he has been classified as a “Global Elite Thought Leader” every year since 2020 and a “National Leader” in the inaugural Southeast Asia Arbitration list.

 
 
Dr. Tan Teng Hooi – Associate Professor and the Dean of the School of Science and Technology, Singapore University of Social Sciences
Dr. Tan Teng Hooi is presently an Associate Professor and the Dean of the School of Science and Technology, Singapore University of Social Sciences (SUSS). He is a Chartered Engineer and Professional Engineer, a Fellow of the Institution of Civil Engineers (UK) and the Institution of Engineers Singapore (IES). In his 40+ years of engineering career, he has worked in the academia where he lectures, conducts research, provides consultancy in civil and structural engineering and in the industry as a practitioner. He has also served in many technical committees on standards in SPRING Singapore relating to the construction industry and has served as an Expert Witness in several cases in Singapore
