Membership Accreditation Course Synopsis

This Course seeks to provide an introduction to the world of experts and expert evidence and will examine the role of evidence in disputes resolution, both in the courts and before other tribunals such as arbitral tribunals.  Participants will be acquainted with the law relating to opinion evidence (expert testimony), the role of experts in dispute resolution and the relevant Singapore law applicable to expert evidence.

For this intake of the Course, participants will have the option to:

  1. Attend the full-day Certification Course and including one of two Specialist Tracks; OR
  2. Attend the Foundational Module, Revision Session and Examination; OR
  3. Attend the Foundation Module only (no Certificate of Completion issued).

The Specialist Tracks are an enhancement from the inaugural run of the Course conducted last year and will be held in breakout groups which each focus on the specific nuances of giving evidence as: (A) a financial expert or (B) a civil engineering expert.  

Each of these tracks will be led by a seasoned expert witness from these disciplines, who will provide technical and practical advice around providing both written and oral evidence.

The Course will be useful for those who come from a technical background with aspirations of acting as an expert witness.  It would also provide a ‘basic refresher’ for those who are already practising as expert witnesses.

Who Should Attend 

All those who practise as experts, lawyers and those who instruct lawyers and experts as well as those aspiring to practise as experts.

Completion of the Course

To complete the Course successfully and be awarded with aCertificate of Completion, a candidate must:

(a)  Achieve 100% attendance at Foundational Module and Revision Session; and

(b)  Pass the 90-minute written assessment (passing mark 80%).

Successful completion of the Course would entitle applicants for membership in APIEx to the following exemptions:

  • Individual Member applications: Waiver of the requirement for a specimen report.
  • Fellow applications: Waiver of one specimen report (out of the three required).

About the Course Faculty

 

Prof. Leslie Chew SC - President, Asia Pacific Institute of Experts; Dean, School of Law at the Singapore University of Social Sciences; Senior Consultant, RHT Law Asia LLP, Singapore
Prof. Leslie Chew SC is the founding and current Dean of the School of Law at the Singapore University of Social Sciences.  He has practiced law in one form or another for over 4 decades.  He was appointed Senior Counsel in 2000.  In 2007 he was appointed a judge in the State Courts where he remained until his retirement in 2014.  At the State Courts he was the Senior District Judge leading the Civil Justice Division.  He retired from the judiciary in 2014. Upon his retirement from the Singapore Legal Service, he returned to law practice. Currently, he is a Senior Consultant at RHT Law Asia LLP.  He has an active practice as an arbitrator in International Commercial Arbitrations.  

 

Mr. Jonathan Ellis - Partner, HKA, Singapore
Mr. Jonathan Ellis is a partner at HKA and is based in the Singapore office. He specialises in the quantification of damages and valuations, in particular in dispute contexts. He has worked on matters before the UK and Singapore High Courts as well as in ad hoc, SIAC, LCIA, ICC, HKIAC, UNCITRAL and ICSID arbitration forums. He has provided oral testimony on a number of occasions, in both court and arbitration, and has been engaged as a tribunal appointed expert. Since 2017, Jonathan has been recognised among the leading arbitration expert witnesses worldwide by Who's Who Legal, where he has been classified as a “Global Elite Thought Leader” and a “National Leader” in the inaugural Southeast Asia Arbitration list.
 
 
Mr. Iain Potter - Executive Vice President, J.S. Held LLC
Mr. Iain Potter is a Chartered Accountant, qualified in both the UK (ICAEW) and Singapore (ISCA), specializing in complex loss of profit and valuation engagements and he has been based in Singapore since 2014. Iain is recognized as a leading expert by Who’s Who Legal, with clients praising his "matter-of-fact approach to drafting reports and giving testimony", adding that "He is a fantastic expert witness for quantum, valuation and forensic accounting." Outside of his expert appointments, Iain is a member of the adjunct faculty at the National University of Singapore’s Business School, where he lectures on damages quantum and business valuation disputes. He is also pursuing a number of lines of research, currently including a PhD focusing on the extent to which awards of damages reflect risk and uncertainty.
 
 
Prof. Tan Teng Hooi – Associate Professor and the Dean of the School of Science and Technology, Singapore University of Social Sciences
Prof. Tan Teng Hooi is presently an Associate Professor and the Dean of the School of Science and Technology, Singapore University of Social Sciences (SUSS). He is a Chartered Engineer and Professional Engineer, a Fellow of the Institution of Civil Engineers (UK) and the Institution of Engineers Singapore (IES). In his 40+ years of engineering career, he has worked in the academia where he lectures, conducts research, provides consultancy in civil and structural engineering and in the industry as a practitioner. He has also served in many technical committees on standards in SPRING Singapore relating to the construction industry and has served as an Expert Witness in several cases in Singapore.

TERMS & CONDITIONS

By completing the online registration form, event registrants confirm their acceptance of the following Terms and Conditions: 

  1. Places at the Event are limited and will be allocated by the Organiser at its discretion based on various criteria and in order of priority upon receipt of registration and all payments due.
  2. The Organiser reserves the right to update or amend the details of the programme and/or the speakers without prior notice.
  3. The Organiser reserves the right to refuse to register or admit any participant, and to cancel or postpone the Event.
  4. No refunds will be made for cancellations or no-shows by registrants. However, a confirmed registrant who has paid the registration fees but does not turn up for the Event will be entitled to a set of the materials provided, if any.
  5. If any registrant is unable to attend the Event, an equivalent substitute may attend instead at no extra charge, provided that at least 3 days prior written notice is given to the Organiser. All such requests will be considered at the Organiser’s discretion and subject to any applicable top-up in fees.
  6. Holding of any in-person Event may be subject to the approval of any relevant government authorities for public health or other reasons.
  7. In-person attendees at the Event must abide by any relevant public health or other measures imposed by the Government, the Event venue and the Organiser.
  8. The Organiser encourages any registrant displaying any COVID-19 symptoms to perform self-testing. Any registrant who tests positive is encouraged not to attend the Event and inform to the Organiser accordingly.
  9. As of 10 October 2022, the Vaccinated Differentiation Safe Management Measures (VDS) have been fully lifted in Singapore and the Organiser will no longer be requesting the verification of COVID-19 vaccination status for entry to the Event. However, in the lead-up to the Event, the Organiser will monitor the situation closely and be in touch again should there be further changes to the prevailing national guidelines.
  10. Mask wearing is optional at all times during the Event. Please practice good personal hygiene, including frequent washing of hands and use of hand sanitisers.
  11. Event registrants confirm that all details submitted in the Event registration form are true and accurate.
