Course Synopsis

The Asia Pacific Institute of Experts’ “International Accreditation Course for Expert Witnesses” aims to equip at professionals who deliver or wish to embark on expert witness work, as well as legal professionals dealing with expert witnesses in the course of work, with a broad understanding of the relevant legal and practical issues.

Morning Programme
The morning Foundational Module of the Course is intended to introduce experts and lawyers to the legal framework for Expert Evidence both in Singapore and internationally. Amongst other things, the Course will cover:

  • The disputes framework – the court system in Singapore and the international arbitration framework based on the UNCITRAL Model Law regime
  • The role of the expert under the law
  • Civil Law v Common Law approaches to evidence including Expert Evidence
  • The expert’s duties and obligations within the disputes framework
    • Singapore courts
    • Singapore International Commercial Court (SICC)
    • International arbitrations
  • The treatment of expert evidence in disputes both in Singapore and internationally
    • SICC Rules
    • International Bar Association (IBA) Rules on the Taking of Evidence in International Arbitration
    • Rules for Expertise of the International Chamber of Commerce
    • The Meeting of Experts - procedures and problems
    • APIEx Code of Conduct for Experts

This part of the Course will include both lectures on materials to be provided as well as discussions led by the instructors based on actual legal cases as well as their personal experiences in dealing with expert evidence both in Singapore and internationally. Although meant as an introduction to the legal aspects of the appointment of experts for disputes work and the expert’s duties and obligations, practicing experts and lawyers may also find the Course useful as a refresher on the intricacies of expert evidence.

Afternoon Programme
Artificial intelligence (“AI”) is increasingly appearing in expert witness work in two distinct contexts. First, AI may be the subject of testimony itself, requiring experts to evaluate AI-generated evidence, explain algorithmic decision-making to courts, or assess whether an AI system functioned appropriately. Second, expert witnesses may use AI tools to assist in their own analysis, research, or report preparation.
Both contexts create significant professional obligations. Courts across multiple jurisdictions have demonstrated willingness to impose sanctions and costs orders on practitioners who misuse AI.
In the afternoon, Dr Darryl Carlton will conduct (virtually) an intensive 90-minute AI Primer for Expert Witnesses Certification Programme - Understanding Artificial Intelligence for Expert Testimony.
This portion of the programme will involve pre-reading, lectures, hands-on exercises and a written assessment.
Participants who sign up for the Certification route of the course and who pass the assessment for this session will be awarded a special APIEx International Accreditation with AI Certification. 

Who Should Attend

All those who practise as experts, lawyers, those who instruct lawyers and experts as well as those aspiring to practise as experts.

Completion of the Course

Participants may opt to either take the Certification or Non-Certification route.

To be awarded with a Certificate of Successful Completion, a candidate must:

(a)  Achieve 100% attendance at Foundational Module and Revision Session; and
(b)  Pass the 90-minute written assessment (passing mark 80%).

Successful completion of the Course would entitle applicants for membership in APIEx to the following exemptions:

  • Individual Member applications: Waiver of the requirement for a specimen report.
  • Fellow applications: Waiver of one specimen report (out of the three required). 

Participants who opt for the Non-Certification route will not be issued any certificates.

APIEx is pleased to announce that the Intellectual Property Office of Singapore (IPOS) now recognises that:

  1. experts with a minimum 10 years of experience in IA/IP valuation (with no prior experience acting as an expert witness or assessor); and
  2. who successfully complete APIEx’s International Membership Accreditation Course 2026, will meet the criteria for being listed on IPOS’ List of IA/IP Valuation Experts).
APIEx’s International Membership Accreditation Course is also one of the recognised requirements for acceptance to the IPOS List of Technical Experts. The full criteria can be found HERE.

About the Course Faculty (in teaching order)

 

Prof. Leslie Chew SC - President, APIEx; Dean, School of Law at the Singapore University of Social Sciences; Consultant, Peter Low Chambers LLC

Prof. Leslie Chew SC is the founding and current Dean of the School of Law at the Singapore University of Social Sciences. He has practiced law in one form or another for over 4 decades. He was appointed Senior Counsel in 2000. In 2007 he was appointed a judge in the State Courts where he remained until his retirement in 2014. At the State Courts he was the Senior District Judge leading the Civil Justice Division. He retired from the judiciary in 2014. Upon his retirement from the Singapore Legal Service, he returned to law practice. Currently, he is a Consultant at Peter Low Chambers LLC. He has an active practice as an arbitrator in International Commercial Arbitrations.

 

Dr. You Chuanman - Senior Lecturer, School of Law, Singapore University of Social Sciences

Dr. You Chuanman is currently a Senior Lecturer at the School of Law, Singapore University of Social Sciences, where he specialises in the areas of corporate and financial regulation, law and artificial intelligence, data and platform governance, geopolitics and global sanctions. He was appointed as a Council Member of the Law Society of Shenzhen, China (2024-2029). Prior to joining SUSS Law, Dr You has worked at the Chinese University of Hong Kong (Shenzhen), National University of Singapore, Singapore Management University, and Tel Aviv University. Dr You obtained his PhD from England focusing on comparative takeover regulation and path dependency theory. He additionally holds a Master Degree in Law and Economics (EMLE) from Germany, an MPhil in Law and History and an LLB in Civil and Commercial Law from China. Dr You has published extensively in leading academic outlets, including the Journal of Business Law, Computer Law & Security Review, and the Capital Markets Law Journal. Frequently featured in international media such as Bloomberg, the Wall Street Journal, and the South China Morning Post, Dr You is recognised for his expertise in China’s evolving regulatory environment. He regularly presents at global conferences on issues ranging from financial technology and platform governance to cross-border mergers and acquisitions.

 

Dr. Darryl Carlton

Dr. Darryl Carlton is a leading authority on artificial intelligence governance and digital transformation. With over 25 years of experience spanning Australia and Southeast Asia, he specialises in helping organisations and legal professionals navigate the complex intersection of emerging technologies and regulatory frameworks. Dr Darryl advises governments and enterprises on AI strategy and implementation. He holds a PhD in information systems, specifically on “the causes of failure in large scale IT projects”. He has published extensively on digital ethics, AI Governance and Risk Management. He is currently pursuing a second PhD in Law with a focus on ADR. Dr. Carlton is a fellow of the Australian Computer Society and currently divides his time between Australia and Thailand.
